I understand Mr.Levy of Messrs.E.D.Sassoon & Co. has

communicated with you today with regard to the further seizures of raw opium at various likin stations in Kuangtung on the ground that the opium in question had not paid the illegal taɛ now being demanded by the Canton Authorities, although the packages and chests in question have paid full duty and likin and bear the Imperial alitime Custom's transit passes.

For the information of His Excellency the Officer Administering the Government I now beg to enclose copies of telegrams despatched today to the Secretary of State for Foreign Affaires in London and to the Charge d'Affaires at Peking.

I am directed by the Committee of the Chamber of Commerce to express the hope that His Excellency will again support the protest made by the Opium Merchants against this illegal interference of trade and that His Excellency may see his way to communicate not only with H.B.M's Charge d'Affaires at Peking, but also with the Secretary of State for the Colonies, as a point has now been reached when the native Merchants exprese themselves afraid to deal further in raw opium.

Copies of the Chamber's despatches to London and Peking will be forwarded in due course.
